Tom Gallo is a surface water quality expert specializing in planning and business advisory services for water users in government and industry. Tom’s experience covers the full cycle of water use and impact from water quality assessment (monitoring, modeling, and analysis) through planning (cost-benefit analysis and alternative selection) and implementation (planning, permitting, design, and operation). His monitoring system design experience ranges from simple mechanical first flush samplers to remotely operated solar powered sample collection and in-situ monitoring systems. On complex monitoring projects Tom has excelled in assembling and motivating diverse teams of experts with the niche expertise necessary to meet strict analytical and financial requirement. In the modeling, analysis, and planning phases, Tom has developed models that accurately simulate water quality and quantity and provided users with simple reliable tools to evaluate scenarios of pollutant loading. These tools allow clients to fully evaluate and quantify how their operations interact with and rely upon the surface water quality and quantity in our streams, rivers, lakes and oceans. Mr. Gallo’s frequently serves as a group facilitator to bring projects from planning to implementation by negotiating the allocation of shared resources and permits for municipalities and industries across the United States. At the critical step of communicating complex analysis with concise conclusions, Mr. Gallo has bridged the gap with presentations and reports for national conferences, engineering design teams, regulatory agencies, peer-reviewed journals, and diverse groups of stakeholders.
